Water leaking intermittently around starter

I have a monsoon 335 and after getting out for the first time this year I noticed water leaking where the starter and bell housing met. It's flow good but after boat sat a while it wouldn't do it.  What would cause this.

Sure there wasn't just water on the engine from a lose/leaky hose? There are a couple core plugs behind the flexplate, I suppose one of them could be spraying and wind up causing water near the starter
