Surge break questions

My surge break actuator has a cable cut:

does anyone know what it is and if it is needed? There is an emergency steel cord on the left side of the actuator. I connect 3 hooks to the trailer hitch. 

Also,

There are grease zerks on the side of the actuator:

What is the best grease to use?

Ummm, from your picture showing the manufacturer's label (Tie Down Engineering, Model 66) and website (www.tiedown.com) I found the manual(s) here: http://www.tiedown.com/amarinedls.html

I can't quite tell, but it looks like the cable that appears to have been cut is the back of the safety/emergency cable. As for the zerks, there isn't any info in the manual about them other than they are "Super Lube Bolts". It doesn't look like you're supposed to grease them at all. Check the serial number and then review the manual for the correct unit and you should have all the info you need.

Thanks for the response - I looked at the website and didn't think it was the safety pin because it appears that cable was connected to a small screw on the cover plate.  I have a locking hinge pin that I use now.  In doing some research, I'm thinking it's not cut and it is the back side of the breakaway hook.

In the picture "part 5" looks to wrap around the mechanism and terminate there.

I agree it is the safety cable stop block #5, just a different version than what is shown in the schematic and the hook end has been cut off or broken off. Those things are in need of constant vigilance or they fall off the tow vehicle and drag down the road or are left hooked to the tow vehicle and ripped out of the tongue after everything else was disconnected. The tongue on surge break trailers are merely plunger extensions for the master cylinder. I have seen some with and some with out grease points. A little grease goes along ways towards keeping those things quiet, especially trailers stored out doors.
