Fuel in Bilge

I had some fuel in the bilge. Pulled up the floor to inspect the tank fittings and found this...

I suspect it was this way from the factory. Ever since I got the boat if I topped up the tank I noticed a strong fuel smell from the bilge. I am less than one month out of warranty. Anyone know where I can get one of these fittings?

I didn't think this is a sending unit? I looked online and Attwood is calling it a Grade Valve:

I contacted the dealer but haven't heard back yet.
