Adjusting the timing on 2000 Sunsetter VLX

Does anyone have details about how to adjust the timing. The manual says I need special tools and there's a special way to do it. Any ideas? Thanks for your help.

What engine? Why do you think its out of time?

I think the timing is set at the factory and that it would be really odd if it went out of time without some human intervention.

The computer (EFI engine) or the spark control (Non EFI) has to be put in service mode.
