Speed Calibration

I have an 07 RLXI. At top end there is about a 5mph difference between the speedo reading and a gps reading. It's pretty close below 25mph, but gradually gets worse the faster you go. The boat has the paddlewheel speed pick up. Any suggestions as to how to calibrate?

First, I would make sure the paddlewheel spins nice and free as resistance would show up with speed.
