Ballast Tank Moved

I had my center ballast tank shift toward the gas tank and it seems like the brackets that hold it in have come off.

My question is who else has had this happen and what did you do to fix it? I am scared of screwing it back in like it was because I'm scared of cracking the fiberglass or screwing all the way through the hull. The fiberglass was not very thick where I drilled my ballast thru hulls so I'm not sure how I'm going to be able to get it to hold together.

When I went to check my vdrive fluid earlier in the year I noticed my gas tank shifted into the vdrive unit. I moved it forward and installed it back in the factory locaton with bigger screws. Mine screws in sideways tho not to the hull. I would do like mine and fill the bottom holes with apoxy or the 3m marine sealant
