I have a merc of that era and would bet the issue is electronic or carb. If compression tests out and the driveline + tilt/trim is good i am confident it could be fixed yourself for 250-500, but more if you pay someone for the work.

I have done a lot of maintenance and fix work on mine using a pirated service manual.

I don't know what those thrust vectors are but i don't see the need if the owner would just practice docking a bit more.

A Response jet drive? I would love to see more pics of the plumbing. 

fyi - thrust vectors are like tiny rudders to better direct output from the jet nozzle

FWIW, you are referencing a CA and a TX boat.  Totally different markets there.  In MN and WI, tow boats fetch a premium, and that '99 does not seem overpriced for this area IMO.  Good luck finding a clean, low hour v-drive under $20k around here.  I bought my VLX from CA, my first SSLXI from NE, and my latest SSLXI from St Louis for the exact reason I stated above.
