Normally if that is the only fault a failed ECM is the right diagnosis. I have see that fault present with a few others when battery terminals are loose and break connection while running causing the boat to shut down.

What did you initially bring the boat in to the dealer for?

Curious, how old is your battery? The last time I saw a real EPROM fault the engine wouldn't even run, and they are rare. (This is from the automotive side).

The video you posted is almost exactly the behavior I had with a loose batter terminal. Since you checked those I'm wondering if something is loose some where else. Or possibly an internal short on the battery or one terminal is separating internally. I wouldn't buy a new battery just exchange it from a car for a test.
