Sounds like someone about to lay a scam on ya.

Homologation is a technical term, derived from the Greek homologeo (ὁμολογέω) for "to agree", which is generally used in English to signify the granting of approval by an official authority. This may be a court of law, a government department, or an academic or professional body, any of which would normally work from a set of strict rules or standards to determine whether such approval should be given. The word may be considered very roughly synonymous with accreditation,

In motorsports, homologation is the approval process a vehicle, race track or standardised part must go through to race in a given league or series. The regulations and rules that must be met are generally set by the series' sanctioning body.[1] The word is derived from the Greek homologeo—literally "same words"—for "agree".

Here in Europe we need homologation and it's not a scam. The boats and engine are to be CE certified. Your boat is certainly not but the buyer can do a PCA (Post construction assessment) to have it homologated. Take a look here http://imci.org/index.php?nav=90&pageId=67 it may be helpfull for you to understand it.

of course the factory can as every boat sold in the CE pay an extra option to get it (with some modifications). they name it the CE package.

as the boat is used, that's why i proposed the PCA as it should be difficult to have it from the factory.
