'94 Echelon play in rudder

I am working on my drive shaft and while at it am looking a bit closer at the rudder. Thought I'd just start a separate thread about it.

There is about 1/8" of play (maybe less) side to side or front to back. Not much, enough to make a clunk sound when I am pushing it around. I grease the rudder annually, and greased it again, but it made no difference in the amount of play. I jacked one side of the boat up to allow the rudder enough room to drop down (otherwise it hits the prop guard). I disconnected the one bolt holding it to the tiller arm.

After removing the rudder, there is some wear on the shaft. Very little, but enough to feel with my hand. It is mostly at the very bottom portion of the rudder, you can see the clean steel in the picture. There is also some wear near the top, and you can see that as well (inbetween the rust marks).

So given the wear on the shaft, the bushing have got to be worn as well, right? Will replacing those tighten it up a bit? I certainly do not want to buy a new rudder but the bushings look easy to replace. I assume you just pry these out? Here is a pic from the top:
