93 Echelon merc 351 surf starting problems

I have been having a blast with my Echelon lately surfing. We have one problem....

When either side of the boat is weighed down with balast (1100lbs of fat sac ballast) the engine has a really tough time starting. It will start only upon balancing the boat out. The engine is fueled by a Weber carburator.

If you have any knowledge on what would be causing this please chime in.

Cranks like there isn't any gas. I choke it... pump the gas and occasionally I can get it to start while tipped sideways in the water. It is a problem that I'd like to fix.

Could it be the carb needs a standard leveling wedge under it, if it doesn't have one now? That was once my problem when driving in Tokyo Bay with nice waves everywhere (skiing not surfing).

I added the wedge and no loss of fuel after that. FWIW
