It's not on mine, but that looks like a hole (maybe a drilled on for something since its looks perfectly round for the most part). Not sure what they would have tried to mount right there.

In my experiance, That is a sign the boat hit something hard enough to bend the rudder, patch it with Marinetex and keep going. If this is on a boat you are shopping, look deeper and ask questions to determine if hull is otherwise sound and the rudder is straight, driveshaft straight, strut bent, and alignment correct?
