How do I reinforce this panel?

I took the side panels off of my '94 Echelon LX to relocate the new stereo speakers, and noticed these supports are loose from the floor. Actually 2 of them are loose, and 2 of them are solid. There are 2 in the back and 2 in the front, and their only function is to hold the bottom portion of the side panels tight. What is the best way to reinforce them? Just get some fiberglass repair and mesh tape at the auto store, or is there a better product/procedure?

The process of securing the pice to the floor is called tabbing. It would require you to remove the carpet from the support piece and the floor in order to fiberglass theh together. It is really easy to do, just not sure you would want to pull up the carpet.
