fuel tank breathers

In my 2008 VTX if I look at the top of the fuel tank i can see the main fuel line to the motor, just 1 inch away to the right is a tiny hose connection that would take a 1/4 inch hose or some such. then way further to the right is the breather that goes to the outside of the boat.

could anyone tell me what this small hose/tube connection just to the right of the mainline is . i am guessing its some sort of breather but it has no tube or line connected to it. there is always a strong petrol smell in the subfloor and wondered if this could be the culprit.
