Just bought a 07 Malibu VLX with Manual Wedge. There is a set of bolts/Knots at the bottom preventing the wedge to lock in the low position. It this normal?

It is normal - in 07 the manual wedge changed from the one that locks down to the welded stainless 'floating' wedge. It should not lock in the down position.
