what would be the most common issue that could cause the gas gauge jump in my 1998 malibu. Found a loose groung on the back of the gas inlet but still jumps. Maybe sending unit or gauge itself how can i tell.

I had the same problem with my 99 Malibu. First I disconnected both wires on sending unit and sanded down any corrosion that had formed on sending unit and installed new wire connectors on the wires going to it. After doing that I moved the float up and down to see if the gas gauge would react accordingly. If I still doesn't work check connections at the gauge itself. If it still don't work, you can replace with a new one for about $50.
