Gas tank size?

So I am confused. Everything I read say my 2007 LSV Sunscape 20' has a 46 gallon tank. Yesterday it read empty and I looked under the seat and it looked like there were about 5 gallons left...So I haul 40 gallons down to the boat...however it reads full at 32 gallons...Looking under the seat it looks like it might have fit another 3 gallons in...so 32 plus 5 plus 3 equals 40??? Are the specs I saw wrong? Do I have a 40 gallon tank?

Yes that is what I see with the specs too...sooooo why does it only hold 40 gallons???
