Ballast Tank Pump

I need advice on a ballast pump. It hasn't been working so I took it out and removed the housing. When I turn the switch on, the pump doesn't run, but if I tap the impeller and give it some help starting it will go on and spin. Anyone else have this problem? I can't see a way to get behind the impeller/motor assembly to clean it or see if something is binding the impeller (which obviously something is). So, the pump and motor are technically working, but the impeller is binding on something and won't start on it's own. Is it time to just get a new pump or is there something else I can try? Thanks!

Replace it - they are cheap and easy to reinstall.
