Bow & Center Ballast empty when filling!

When I fill my ballast for wakeboarding (all 4 tanks full). My center and Bow ballast are draining while still filling. I heard water draining beside the driver seat. Thought this was odd since the pumps said they were still filling. Pulled the floor cover and the center ballast was only 3/4 full, obviously couldn't really see the bow ballast level. Gauges said about 2/3 center......3/4 bow, pumps filling.

Rear tanks filled fine with no draining. Boat was sitting level in the water (basically flat calm conditions) I even put myself,wife,dad and 3 small kids on the opposite side of the boat from the drain ports.....to see if the ballast tanks were still draining and they were! The part that's got me a little confused is the mux switches never left fill. Which lead me to believe water was just exiting the overflow's....but again the water was calm and I moved approximately 550lbs of people weight to the opposite side of the boat. Ballast eventually filled but took a little longer than normal. Never had this problem last year...

It's not a super big deal.....but any insight or trouble shooting tips would be greatly appreciated

Happens to my boat pretty often. I turn them off then back on. If that doesn't solve it then usually turning the boat and everything off then back on does the trick. It is annoying I know, but I don't know what else to do.
