Should be a fairly simple fix. I've done it on my 98 RLX. Get the cable. Pull up the floor in the rear and locate where the Cable connects. Remove the bolts, and tie a rope to one end of the cable. Undo the bolts under the steering wheel and pull the cable through. Make sure the rope is long enough and tied tightly to the cable, you do not want this to fall off. Once it's pulled through, remove the rope, tie it to the new cable and pull it back through with the rope. Again, make sure the rope is tied tight enough. Also, it helps to have another person to feed the cable, while someone tugs on the rope. Once it's through, bolt the cable to the appropriate spots and your off and running again. 20-30 minutes tops. Of course, I'm assuming 00-02 is the same as a 98.

I'm in the middle of doing this on my '01 Sunscape LSV (waiting on new part). The hardest part for me to figure out was the removal of the old one near the engine. It came off the rudder arm easily but there is a holding bracket the cable goes through a foot or so away from the rudder arm. I had never done one before and it took me a while to figure out that you have to hold the bracket tube while loosening the nut that is closest to the helm to free the cable from the bracket. If you look at a picture of a new cable you can see the nut on the rudder end of the cable that attaches to the bracket. Once that came off the rest was straightforward using the rope technique. It took some elbow grease to get it up through the floor under the helm because there was so much stuff crammed through that hole and the large nut on the end of the cable didn't want to come through. The heater and subwoofer enclosure being in the way didn't help either...
