fuel filters on response

I have a 2001 Malibu response LX w/ a 325 Monsoon. The engine has been running poorly, usually at higher speeds. Seems likes it's not getting enough fuel and it hesitates or studders, but it does keep running. There's also a constant whine when it is running. I've had the boat for several years and I think it has always whined. It has 432 hours. I already tried fuel injector cleaner and a fresh tank of gas w/ octane booster but only seemed to help for an hour or so. Thought I'd change the fuel filters as my next attempt. Is this a pretty easy job? Do you recommend changing both filters?

I know there's one on top of the gas tank in line and then there's a smaller one on the fuel pump. I'm a bit nervous about doing this myself. Should I take it to the dealer? I read where someone in the crew just cleaned the smaller filter w/ carb cleaner and it worked.
