Water cooled shaft seal not getting water

When winterizing this past weekend I noticed that the water hose to my water cooled shaft seal was plugged. Any clue how much damage this could have caused or did cause? How would I know if damage was done or not? What would be the worst case scenario if I just ignore the damage and pretend nothing happened next spring?

I think the main benefit of that seal design is to keep water from coming into the boat by forcing water thru the seal form inside the boat. The seal should have been getting some lubrication by being in the water, so maybe there is no damage at all.
