1990 Euro F3 no-start

Back again. Have searched the forum and can't seem to find the solution. 90 Euro with a newer 5.7 Mercruiser. Boat usually starts fine off the trailer. After skiing or running for a bit, we usually anchor and sit for a while. Problem is, boat won't start after sitting. I can get the boat restarted by jumping across the starter relay so I am discounting any problem with the starter solenoid/bendix. I have replaced the ignition switch and starter relay thinking they may be the culprit but no luck...same issue. In the past, after a few days, I would go out (when changing parts) and it would always turn over (just bump the starter to see if I had fixed the issue). Now, nothing, even when cold. I tried removing the neutral safety switch wires and 'connecting' them together with no luck. I have a good battery with 14+ volts at the 'always hot' terminal of the relay, and 14+ volts at the two smaller terminals once I turn the ignition key to start. In my mind, I am successfully powering the starter relay but get no 'click' of the plunger, transferring high current to the starter circuit. As I said, I can do this with a crescent wrench but that is getting old. I purchased the relay from a local marine supply house and it looked the same as the last one. I find it hard to imagine two starter relays are bad at the same time. Could I have an issue where I am damaging the stater relay (grounded wire, etc)? Thanks in advance for any help.
