Water leaking into center ballast

My center ballast is filling up all the time, even when the boat is parked. If I open the panel in the floor beside the drivers seat the water is coming in through a black hose that runs into the top of the ballast on the drivers side. How can I repair this?

If it is like mine was. It was auto filling because the bag is lower then the water line and had created a siphon, so even when it was off it would fill up. The only way to stop it is to get air in the line. I installed a 3/4 in. vented loop from west marine at the highest point (under the dash for me) of the fill line. Not sure if this is the fix for the 04, but was for 2000. Was easy to install and worked great.

Haven't had a chance to play but I will this weekend and report my findings. There is no inlet valve on this hose. I think it might be some type of breather or overflow hose. It is right at the top of the ballast.
