Issues with my left rear ballast

I just went out over the weekend and I cannot fill up my left rear ballast. This is an '05 VLX. I looked at the switch and made sure all the connections were there and I looked at the pump which is located next to the V-drive, but everything looks good. Has anyone found if the switches go bad or is it more likely the pump is bad. This is my surfing side so I gotta get it working.

Any help you can provide would be much appreciated.

check and see if you have power to the pump with a volt meter. No power= bad switch or wiring, fuse ect.. power to pump= bad pump or clogged inlet

Maybe check to see if the thru hull valve is open.

Definitely not an electrician so sorry for what seems like a dumb question

Looked at the thruhull valve and it looks ok. I am not getting the power to the switch or at least the lights are not on when I flip it. I will put the volt meter on it when I am at the boat the weekend. Do you guys know if it is a different Fuse for each ballast switch?
