Broken Wedge

We were out surfing with the boat weighted down with 1500+# of ballast and 1000# of ppl and gear when I noticed i couldnt hardly turn left. Decide to jump in the water to check the rudder when I notice the wedge is messed up. After pulling out of the water notice that 2 of the 4 screws on the foil part of the wedge have sheared off and its badly bent. Luckily the 2 screws on the other side havent sheared and its not siting on the bottom of the lake. Anyone ever had this to happen? Would it be a bad idea to have the assembly welded or are the screws designed to shear from impact?

It's happened plenty of times before. Lots of info in this forum if you search. Numerous guys have bent it back into shape & insert a couple of new screws. Seems like I recall some people drilling & threading a 3rd screw in each side too.
