Titan Lowrider II Mounting Hardware

Has anyone ever installed Titan Lowrider II racks? I received my lr2 racks from Titan to mount on an 08 vride with a Series 3 Titan tower and there were not any instructions included. I found some info on Titan's website for a general rack install, but my problem is that the screws that they show being used to mount the forks are countersink heads. Unfortunately, the back of the plate where the screw goes in are not machined for a countersink screw. It is flat, so when the screw provided is screwed in, it is stopping at the base of the screw head. It doesn't seem right to me with the fork screws sticking up a 1/4 inch off the plate. I am not sure if they sent me the wrong hardware or if it is supposed to be this way. Just wondering if anyone is familiar with or owns this rack that could tell me if this is the correct screw or not and if the back of the screw hole on the plate should be machined to accept a countersink screw. It seems to me that the screw should be flush to the plate.
