need a drain at front in front of step to bow

Whenever there is water in the boat, either from me washing it this weekend, or when we are boarding, it collects in front of the step up to the bow. Even when it is in the cul-de-sac and I can jack the front way up, it will not drain backward.

So what type of hole/drain can I put there to allow the water down into the bilge?

I am hesitant to start drilling holes in the floor as I believe the center ballast tank is under the floor there, and I do not know what wiring might go through that area.

Any suggestions?

You are right the center ballast tank is there, so no drilling down. IIRC there is a hole in floor behind the step up (towards the bow) for the ballast pump. Pull up the bow seats and the carpeted part until you see the pumps. If you have a hole there I would just drill a hole through that step up so water can find its way down that ballast pump hole.
