Another Ballast Question

For those of you with factory ballast (i.e. any ballast you can't visually verify level), how do you know when to stop filling it? I was thinking for a ski locker sack if you plumb it with aerator pumps that are flow through, could you just fill until you see water coming out the drain? If not that, how else do you know? Also, how do they vent? Does the air just travel out the drain? I don't know if the factory drains are on the top or the bottom of the sack...

Sorry for all the dumb questions, I just don't have anyone nearby with a similar boat to look at.

Factory fill is on the top, drain is on the bottom & the factory bag only has 2 valves. Because there isn't a third for a vent line, the vent line comes off of a backwards y off of the fill line that goes to the drain line as close to the thru-hull as possible. It acts as pressure relief. If you're using an aftermarket bag, it would be simpler to just run a third line off of a third outlet on the bag to the thru hull, but either way will work.
