Well Michael, without reading through the previous, I'd say a tich low is better than up too high. Better for the brakes that way, I say. Too low, of course, and you'll negatively impact your ability to steer.

I like to keep mine slightly lower to keep the prop guard from scaping on uneven pavement.

The gas station that I use has scrape marks at the entrance from all kinds of trailers because of the pavement slope change. Mine barely clears without scraping, but I have to take it slow. If my trailer was an inch higher at the hitch I would be losing paint off the bottom of my prop guard.
