Do you have to put the boat in the water and in gear to get the packing glad tight, or can you hook up fake a lake and put it in gear on the trailer running water through the intake? Will enough water come through and is it safe?

1) Do not put the boat in gear out of the water :Doh:

2) You do not need the boat in gear to adjust the packing nut... but it [the boat] does need to be in the water
