Holley 75021-1 idle adjustment

I have a carb with part number 75021-1, but holley doesn't have it listed. It is a marine carb and everything I read it is equivelant or is a 4150 600cfm. I can not get the idle to where it needs to be. I backed the idle screw all the way out and had the throttle cable disconnected but it seems the throttle will only go back so far. If I look behind the springs I can see an orange plastic piece and a black. The black looks to be holding it from moving any more. I looked on the forum and could not find what I was looking for.

Can anyone help?

Some additional information. I just purchased the boat and had it out for the first time yesterday. I e-mailed the previous owner and asked about the problem. He had the carb rebuilt and it has idled high since. Tonight I looked at. To me it appears the throttle stop may be in the wrong position on the shaft. Even if I back the idle screw all the way out the stop will not allow the throttle to close enough to back the rpms down.

I will have to see if the stop can be moved or if it can only go on one way. Away from the high rpm the carb runs welll through the rpms. It is just really tough going in reverse.
