Engine rpm surges

I've got a 98 Response with a monsoon with perfect pass. Runs really smooth except the engine surges when I try and go from 2600rpm to 2650 (perfect pass off) When I give it throttle it jumps to about 2750-2800, but I don't give it that much throttle. It's also does that sometimes with perfect pass on, but mostly with it turned off. I'll be going at around 26mph and then give it bit of gas and it surges to about 27-28mph.

Any ideas?

I'd take a quick look at your distributor cap and rotor first.
