My wife scratched the tower while trying to put up the bimini any ideas on how to remove these scuff marks? I tried waxing but no luck, any info will be greatly appreciated!!!!!!!!

Is the scratch through the powdercoat (down to bare metal), or is it on top of the powdercoat? If the thing that did the scratching was harder than the surface being scratched, there's no way to "buff" them out because the surface is physically damaged.

You can either re-powdercoat the tower (not worth it), or use some black touch up paint to help mask the damage.

Black fingernail polish works well for chips and scratchs on the Illusion but no, you cannot buff out powdercoating.
