Friction Adjustment to Throttle

On my 1998 Response LX (monsoon), the throttle slows down if you let it go. I know it's supposed to have a slight tendency to slow but this seems excessive. How do you adjust the friction?

On my old Ski Supreme, I experimented with different sized springs on the carb linkage until I got it just right.
