Fat sacs in rear lockers?

I know people put a lot of wieght in the rear lockers of their boats, but I noticed on our new 06 vlx it says not to exceed 75lbs or something and that it is not to be used for ballast. I was planning on putting 400lbs in each locker. Is this ok?

To avoid problems make sure the stock tanks are full before you fill your 400# sacs. Also be sure to empty the sacs before the tanks.

The stock tanks are vented, so they don't add any structural support - Full or empty - it doesn't matter.. any pressure put on the stock tanks will just push water/air out the vent

I don't know about the rating, but many people do put sacks back there.
