Malibu would tell you no and won't sell you the parts, but it can be done (but I believe Malibu specifically states adding surfgate to a non suftgate boat voids the hull warranty.) GSA is a much easier option.
There should be a red valve on the actuator that you can turn counter clockwise with a standard (blade style) screwdriver to release the hydraulics and manually lift the wedge back up. When it is up, turn the valve clockwise until it is snug to keep the wedge in the stowed position. The valve can be hard to access, it is a lot easier if you remove the swim platform and you will see a square cut out on the top of the wedge mounting bracket used to access the valve.
Well we pulled the trigger on a new 2020 23MXZ!! We are meeting up with Nick from Active Water Sports at are lake. Super easy day and the people at AWS in Oregon City are top notch! I have a screen shot, I will post up better pics ASAP.
